What Progesterone measures
Progesterone is a hormone that sits at the centre of the menstrual cycle and pregnancy. In the ovaries it is produced mainly after ovulation, so its level naturally rises during the second half of the cycle and then falls if pregnancy does not occur. During pregnancy it stays high to help support the developing pregnancy. Because progesterone swings so widely from one part of the cycle to the next, the timing of the blood test matters enormously: the same result can be normal or unexpected depending on the day it was drawn. It is also present in men, in much smaller amounts, where it plays a background role. This is why progesterone is read alongside cycle stage rather than against a single fixed number.
What a high Progesterone can mean
A high progesterone is exactly what the body is expected to produce during the luteal phase, the part of the cycle that follows ovulation, and it stays high throughout pregnancy. In fact, a rise seen at the right point mid-cycle is sometimes used to help confirm that ovulation has actually taken place. So a raised level is often a sign that the cycle is doing what it should, rather than a problem in itself.

Outside of these contexts, a high reading is interpreted together with where you are in your cycle and with other hormone results. On its own it is context-dependent information, not a diagnosis, and a clinician looks at the full picture before drawing any conclusion.
What a low Progesterone can mean
A low progesterone is only meaningful once you know when in the cycle the test was taken. If it is low at a point where it is expected to be high, such as the luteal phase after ovulation, it can suggest that ovulation did not happen, or happened only weakly. Very often, though, a low result simply reflects that the sample was drawn at the wrong point in the cycle, for example before ovulation, when progesterone is naturally low.
